Founded in 1995, ECD Design/Accessibility is a firm offering consulting services pertaining to the Texas Accessibility Standards (TAS) and the Americans with Disabilities Act (ADA).
ECD’s mission is to advocate on behalf of people with disabilities by promoting the removal of architectural barriers to create equal access in public spaces and the built environment.

ECD works with architects, engineers, building owners, and tenants to design and construct retail and commercial projects that comply with the requirements of ADA and TAS.
ECD’s services include education, seminars, review of construction documents, on-site inspections, and consulting to promote greater understanding and compliance with state and federal accessibility codes.

R. Todd Lozano is a Registered Accessibility Specialist for Accessibility Plan Reviews and Site Inspections, licensed by Architectural Barriers, TDLR, to review construction documents and to conduct site inspections for compliance with the Texas Accessibility Standards [TAS]. Mr. Lozano has specialized in TAS/ADA related issues since 1991. After graduating with a Bachelor of Architecture Degree from the University of Texas at Austin, Mr. Lozano worked for 4 years as an Accessibility Specialist/Plan Reviewer with the Architectural Barriers Office within TDLR. In 1995, Mr. Lozano was licensed by TDLR as an Independent Contract Provider for Plan Reviews and opened e c d design/accessibility, a business offering TAS/ADA Plan Review and Consulting Services. In 2003 he was licensed for Site Inspections. Todd is a member of the Accessibility Professionals Association.
